Portal is 2007 Game of the Year. Because if there's one thing more pointless than numeric review scores, its a Game of the Year award. Awards make people put a game like Portal in competition with BioShock.
In any case, Portal could totally kick BioShock's ass. Portal lacks flaws, hiccups, edges, drudgery. I guarantee that it's 100% drudgery free, and my tolerance for drudgery skids asymptotically close to zero. Well, that zero has zero to report, unless Portal's compact length offends you.
And to top it off: it's art. It's Thumb Your Nose at Rogert Ebert art. With thesis-worthy subtext, but no sticky film of pretention that you might find on other Game of the Year candidates I could mention. Have mentioned. BioShock.
What's that? You're still bitching about the length? Have you returned for the Advanced stages? Time trials? Developers Commentary? Or, gasp, have you just played it more than once? Yeah. Remember when we used to play good games more than once just for the hell of it? Stop whining, start portalling.
